These actions, brought to the Presbytery by various agencies and individuals, are non-controversial and not likely to require explanation, discussion, or debate. To conduct the routine business of these actions quickly and efficiently, they will be voted on as a group. Delegates will be given the opportunity, by calling the Stated Clerk in advance or from the floor of Presbytery, to remove any action from the Consent Motion in which case that action will be considered and voted on individually.

1. THAT the Minutes of the 785th Stated Meeting of the Presbytery, March 23, 2000, be approved as appended to this White Book.

2. THAT the Rev. Herbert D. Valentine be Honorably Retired on June 30, 2000.

3. THAT Presbytery request the transfer of the Rev. Philip J. Sorensen from National Capital Presbytery, effective June 1, 2000.

4. THAT Presbytery request the transfer of the Rev. Karen Brostrom-O'Brien from Newton Presbytery, effective immediately, in that she is serving as Interim Associate Pastor of First Presbyterian Church of Annapolis.

5. THAT Presbytery request the transfer of the Rev. Daniel E. Melton from the Presbytery of Palo Duro, so that he may accept the call of the Presbytery to be the organizing pastor of the Mt. Airy New Church Development.

6. REPORTS

A. Invitations to host Presbytery in the next program year (September 2000 through June 2001) have been received for all meetings except June, 2001. Any church wishing to host Presbytery June 21, 2001, for a 4:00 p.m. meeting should contact the Stated Clerk as soon as possible.

B. Necrology

Rev. William R. Mueller, H.R., Ordained by the United Church of Christ, April 25, 1954, died March 29, 2000.

Elder W. Leo Clark, ordained in February, 1962, at Chestnut Grove Presbyterian church died January 14, 2000.

Consideration of the proposed resolution of the Presbytery of Baltimore authorizing the Stated Clerk to file an amicus brief before the Supreme Court in the case of Stenberg vs. Carhart, was postponed until this meeting. The matter has become moot for two reasons: First, the deadline for filing such a brief has passed; second, the resolution called for the Presbytery to join with the Stated Clerk of the General Assembly in filing the brief, and the Stated Clerk of the GA has decided not to file such a brief. Since this issue is moot, it has not been docketed.

COUNCIL

7. REPORTS

A. The medical clinic in Guatemala, established as part of the ongoing relationship Baltimore has with the Katchiquels, has been named for Herbert Valentine, in honor of his years of accompaniment with them. An anonymous gift will provide for equipment and the first year's operation.

B. That it has designated the facility in Annapolis used by our Public Policy Advocate and representatives of other protestant denominations, as the Annapolis Office for Public Affairs, and has designated Beryl Smith as Director. Her full title is, therefore, Director of the Annapolis Office of Public Affairs, Presbytery of Baltimore, PC(USA).

C. That it has appointed Overture Advocates as listed in the following chart and has authorized the Stated Clerk, in consultation with the Chair of Council, to appoint additional advocates as appropriate.

8. THAT the call of the Rev. Herbert D. Valentine as Executive Presbyter be dissolved, at his request, effective June 30, 2000, so that he may be Honorably Retired on that date.

9. THAT the Presbytery call the Rev. Philip Sorensen as Interim Executive Presbyter. This nomination comes from the Council which has been designated the Interim Executive Presbytery Search Committee. The call is for two years, effective June 1, 2000, with the following terms of call:

11. THAT the Presbytery call the Rev. Daniel E. Melton to be the Organizing Pastor of the Mt. Airy New Church Development. This nomination comes from the Mt. Airy New Church Development Committee which has been designated as the Organizing Pastor Search Committee for this position. The position will be effective June 1, 2000, with the following terms of call:

CONSENT MOTION

13. THAT in order to redress the imbalance between clergy and elder voting members of Presbytery, the following churches be invited to send an additional elder commissioner to Presbytery through January 2001 or until similar invitations are issued for the year 2001: Ark and Dove, Ashland, Babcock, Chestnut Grove, Christ Our King, Churchville, Deer Creek Harmony, Emmitsburg, Fallston, Firsts of Barton, Bel Air and Cumberland, Hughes Memorial, Mount Hebron, Prince of Peace, Southminster, St. John United and Trinity.

14. THAT Presbytery authorize a Flex Grant of $400, from existing Peace and Justice Budgeted funds, for FAVAN (Families Against Violence Advocacy Network). FAVAN is sponsoring "Families Building Peace in the New Millennium," a program for families in Washington, DC, July 30, 2000.

COUNCIL

7. A. Addition: The White Book should have noted that the anonymous gift will complete funding for equipment and first year operation of the Guatemala Medical Clinic. Other donors include individuals and the following churches of the Presbytery: Ashland, Bethel, Brown Memorial Woodbrook, Christ Our King, Govans, Granite, Hancock, Havre de Grace, Highland, Mount Hebron, St. John United, and Towson.

15. REPORTS

A. That it has established a Health Care Task Force to be chaired by Elder Colleen Bowers of Brown Memorial Park Avenue. The Task Force has initially been asked to focus on: (1) the Presbytery's support for the Maryland Health Care Initiative and (2) the development of a statement--to be proposed for adoption by the Presbytery--that would codify and clarify previous statements of the Presbytery on abortion. B. That Maryland Presbyterians are urged to contact the Governor regarding a possible forthcoming execution in Maryland. Details are on the back of this Addendum (the back page is not available in electronic form and therefore is not included here).
